Chapter 1: Our Mission Statement

The mission of the HP State Rangers is to work with others in conservation and  protection of wildlife, plants and their habitats for the continuing benefit of the American wilderness and its people.

Section 1.1 Duties of a State Ranger 

Duties vary significantly from job to job, but the following list includes typical job duties one might encounter as a State Ranger:

  • Patrolling natural areas to ensure their conservation and protection.
  • Checking hunting and fishing parties for licenses, bag limits, and compliance with safety regulations. For example, boating safety, firearm safety, snowmobile and ATV safety.
  • Investigating complaints of non-compliance with natural resource laws, including pollution of waters, destruction of habitats, importation of endangered and non-native species, and reports of poaching.
  • Preparing files for court briefings, continuity of evidence, and consultations with prosecutors.
  • Administration of government land, including road allowances, land issues, intercept feeding, and lake stocking.
  • Advising the public on safety issues, ie campfires and potentially dangerous wildlife.
  • Assisting police agencies in enforcement of state and local laws, including issuing traffic citations and arrests for non-wildlife laws
  • Educating the local public by hosting gun safety courses, fire safety, boat safety and other safety and education related courses

Chapter 2: Roles State Rangers Play in wildlife protection

Our Rangers ensure that organizations and individuals comply with the laws and regulations administered by the State of San Andreas that protect the natural environment, its biodiversity and the health of Americans. Our work is carried out across San Andreas in cooperation with other federal, state and territorial governments and with international organizations. Our Rangers conduct inspections and investigate alleged violations to ensure that poachers, polluters and wildlife smugglers are brought to justice everyday

Strong and effective enforcement of America’s environmental and wildlife protection laws is a vital way the United States and State of San Andreas are acting on their commitment to clean air, water and the conservation of wild species and their habitat. Through ongoing enforcement under the Convention on International Trade in Endangered Species (CITES), America works with other nations and partners such as Interpol to control illegal international wildlife trade in endangered species from every part of the globe. This helps ensure that offenders cannot escape justice simply by crossing a border.

Our wildlife enforcement Troopers undertake important and challenging work to protect plant and animal species that are threatened by illicit actions such as:

  • The poaching of migratory birds
  • The killing or trafficking of endangered species
  • The illegal importation and exportation of wildlife
  • Activities that are harmful to protected wildlife species or habitats

Section 2.1 . Powers Of A State Ranger

Members of the San Andreas State Rangers are empowered to:

  • Stop and inspect any vehicle, boat or aircraft engaged in hunting, fishing and material extraction activities
  • Inspect firearms, ammunition, and hunted fish and game
  • Inspect buildings and other locations that deal in the sale or manufacture of food using animals
  • Search with a warrant and in circumstances requiring immediate action, without one
  • Seize items related to an offense
  • Ask questions relevant to an inspection
  • Arrest anyone who has committed or is committing an offense under any act we are tasked with enforcing

State Rangers enforce San Andreas’ natural resources laws. They investigate and prosecute offenders under many federal and state statutes relating to:

  • Fires
  • Fish and game
  • Endangered species
  • Parks and reserves
  • Forestry
  • Animal control
  • Extraction (ie. mines and quarries)
  • Public lands
  • Public safety

Legal Animals for sport hunting

  • Adult Deer
  • Adult Wild Boar
  • Adult Rabbits

Illegal Animals For Sport Hunting

  • Cats, Chickens, Cougars, Coyotes, Cows, Crows, Dogs, Dolphins, Hawks Humpback Whales, Killer Whales, Pigs, Rats, Seagulls, Sharks, Stingrays, Doe, Or any young animals,
  • All hunted animals must be Adults

Section 3.1 . Fishing Offenses

  • Fishing Without A Fishing License - $600
  • Capture Without Release Of A Protected Fish Species - $700

  • Anglers With More Than 1 Line - $600 - With Line Cease

Chapter 4: Dress And Deportment

All SASP State Rangers are expected to follow the State Ranger division dress and deportment standards. The dress and deportment standards are as follows

  • Clean shaven or trimmed beard

  • Short, neat hair (female Rangers hair must be tied up)

  • Uniform kept in good condition (no holes)

  • Rangers must be in good health to carry out their duties

  • Ranger must be in a good mental state to carry out duties

  • Make yourself look good and presentable.

  • Rangers must wear a bulletproof vest while on duty

Chapter 5: State Ranger Regulations

Before starting your shift as a State Ranger you must complete a circle-check of your vehicle to ensure that all equipment is working and present. To do this, follow our step-by-step circle-check guide below!

  1. Activate emergency lights, headlights and hazards
  2. Get out and check that each bulb is illuminating properly
  3. Check your winch cable and ensure it is not frayed or broken
  4. Check your equipment in the trunk. A first-aid kit, green kit, AED, Tranquilizer and full jerry can must be present
  5. Check calibration on radar with tuning fork
  6. Activate each siren mode and your airhorn to ensure they’re working

State Rangers must drive with care at all times to ensure the safety of themselves and others, as well as the good and safe maintenance of your vehicle.

Check yourself before you go out. Are you ready for anything?
Are you sleepy? Are you ok to operate a vehicle off paved roads?
Are you ready to put down an animal if you have to?

Animals that are put down dead, or siezed must be disposed of properly. To do this, you must transport the dead animal to our Ranger station at 3030 for proper disposal in a respectful way

State Rangers are expected to hold themselves to a high standard. This means you must always act professional when dealing with the general public or other police agencies. We must show ourselves as role-models.

Chapter 6: Weapon Regulations 

State Rangers have certain regulations for weapons to follow You will have your normal patrol loadout as well as additional weapons. These Consist of:

  • A patrol your patrol issued weapons (refer to the SASP SOP for further information)

  • A Sniper rifle. Can be used with regular .308 rounds or Tranq darts.                                                   Do not use regular .308 rounds unless you absolutely need to.  

  • You will have a machete and ax. YOU WILL NEVER USE THE AX OR MACHETE ON PEOPLE OR ANIMALS!!!

-For misc weapons you will have a flare gun and flares, these are to be used in emergencies.You will also have an AED in your vehicle and a basic first aid kit and some food.


Section 6.1 Tranquilizer Policy

Chemical Immobilization.
Ground Darting.  Large Size Animals                          

Carfentanil:           3.5 to 4mg For a Female    4.0 to 5.0 MG for a Male

Xylazine:                4.5-6.0 MG for a Female.  

Ground Darting.  Medium Sized Animals.

Ketamine.                                             Xylazine.
400mg for an Adult Male                        100mg for an adult female

Tranquilizer guns are not to be used on humans, it is extremely dangerous and if caught you will be immediately fired from state rangers. If you are in enough danger to use your long rifle on a human, load it with 308.  


Make sure any and all Tranquilizer is safely stored in your vehicle.


Reversal

Ground Darting.  Large Size Animals.

For Carfentanill component use naltrexone dosed at 100 mg of carfentanil

 if needed to reverse xylazine, give tolazoline dosed at 1mg/lb.

 Both can be injected intramuscular

Chapter 7: Vehicle Regulations

  • SASP Ranger vehicles must have the proper livery on

  • Vehicles must follow all policies set out in the main SASP SOP

  • Vehicle maintenance & upkeep must be complete. If your vehicle has issues, report it to the State Ranger Director

  • State Rangers must complete a circle-check of the vehicle before going on shift
  • If you are not the primary, secondary, or tertiary in a pursuit and you didn’t instigate the pursuit, unattach if possible.
  • Exception for pursuits where suspects are involved in crimes related to our division

Section 7.1

When Checking out the Ford Bronco or 4x4 Gator go to the check-out channel in the discord and check it out. The template will be given for your convenience. The Bronco may only be checked out for 2 hours at a time. Only 1 may be checked out at a time due to server performance issues. After your 2 hours is up, please clock it out and let the next person clock it out.

Rules for Bronco use:
- The Bronco may only be used in Blaine County for any patrolling or pursuit purposes, it is not to be driven in the city
AT ALL without prior permission from a supervisor. There are exceptions for transport of the Bronco to events such as car shows, recruiting drives or other events in which the Bronco can be used to represent our division.

- The Bronco is not to be used for patrol on freeways (ie Senora FWY). Use of highways for transit is allowed.

- The roof panels stay on in adverse weather conditions, ie. snow, rain, heavy fog or otherwise   poor conditions

- You MUST have the roof panels attached in any pursuit or high speed driving (such as a code 3 response). If you must pursue a suspect or otherwise drive at higher than normal speeds, you MUST stop and reattach the panels

- You MUST reattach the roof panels when transporting a suspect

Section 7.2

When Patrolling as State Rangers. You are allowed to patrol in Blaine County without restrictions. But you are not allowed in Los Santos unless you are activating for a wildlife related call. You cannot patrol freely in los santos unless you are active for a call. While patrolling in Blaine County you are allowed to assist with any calls that end up within your jurisdiction. You can also assist with any call within Blaine county. And if you end up assisting with a pursuit you are only able to be primary in the pursuit if there are no other units in the pursuit or if it's for a wildlife related charge.
