This document provides the information and procedures necessary for a member of the San Andreas Highway Patrol Special Weapons and Tactics to effectively carry out their duties and responsibilities in a lawful and efficient manner. It is the responsibility of a member of the San Andreas Highway Patrol S.W.A.T team to be familiar with these procedures and to follow them when performing their duties. Ignorance or misinterpretations of these procedures will not excuse a person from disciplinary action if they are found to be out of compliance. Any questions regarding this document should be forwarded through the chain of command. This document is in addition to all policies and procedures found in the officer’s SOP handbook for Highway Patrol.
The San Andreas Highway Patrol Special Weapons and Tactics are responsible for the safety and wellbeing of citizens involved in the most high priority scenes that involve an increased risk of danger to officers and the public. Only those members of Law Enforcement that receive advanced response training shall uphold the title of S.W.A.T. Officer and shall be tasked with eliminating those high priority threats.
All ranks and promotions will be decided by command of the subdivision. Everyone who wants to join S.W.A.T. must be a Trooper + and if someone recently transfers to the department they must wait till they are off probation to apply to the subdivision.
All employees are expected to operate in a manner consistent with the ideals and principles of the San Andreas Highway Patrol. Respect and professionalism are expected to be maintained at all times regardless of the situation.

Team Lead+ will refer to command for any additional weapons.
All certification training will be run by the command of the subdivision and there will be certification leads that will train people for the certification and they will be picked by command of the subdivision. Certifications can be taken away if they are not used in the correct way.
Marksman follow normal activation SOP’s, with an exception for certain situations. All marksmen are to report to a station upon request for tac units, and are to communicate with the highest ranking SWAT officer regarding activating as marksman. If approved, you are to gather your kit and deploy with the team in a unit vehicle. The only exception to this is that you may communicate a better deployment location for you alone instead of deploying with the team. It is also recommended you deploy with a “buddy” who will act as a spotter.
This is a S.W.A.T air unit that is used as air support for high risk situations that can be used to keep eyes on an armed and dangerous fleeing suspect, bank robbery, hostage situation, and medical evacuations. AAT does a lot of things such as reconnaissance and surveillance. AAT can fly in a helicopter through hostile combat conditions and extreme weather.
Equipment and Vehicles
The Explosive Ordnance Disposal certification is a unit that will be called to activate to a scene when there is a reason to believe that there is a bomb threat. It is a EOD certified person’s job to attempt to defuse a bomb safely that reduces the risk of harming a human life.

This certification is a certification that is used when a riot is started and only can be activated when a riot is in progress. You may only activate when you have 4 or more other S.W.A.T. units to activate with that also have the Riot certification. You also have to get permission from a supervisor + to activate this certification.

The Crisis Negotiation Team (CNT) works in parallel with the Special Weapons and Tactics Team (SWAT) The CNT team were, in the past, called hostage negotiations teams, As their skills proved useful when dealing with barricaded and suicidal subjects, their role has expanded to cover all crisis situations. Crisis negotiators also assist people and officers who have been subjected to violent or traumatic events. The Crisis Negotiation Team strives to resolve situations in a way that minimizes harm.
-K9 SWAT officers when breaching Must always be 3rd in Breaching in high risk situations
-K9 SWAT officers May lead breaches if it is a low risk target such as a man fleeing from police running in Small structure with a gun etc. when K9 does locate the suspect it is to be pulled back to the rear and allow normal operators to apprehend
-K9 when approaching a suspect with a K9 trained SWAT officers all other SWAT Must fan out behind the handler as long range to defend the K9 and not get in his way if it is released
-A K9 May Not be used as a sacrifice. It is a Officer and Must be treated as such
-K9 Must stay with the handler as SWAT at all times. The dog is attached to the handler with a 3 foot extendable leash belt
-K9 officers should not be breaching if they do not need to. A K9 can be used in many other ways such as securing the perimeter if a suspect gets away or even searching the area
-K9 officers in tactical situations should not be left alone. If applicable a SWAT officer should be with you at all times. This is not required but recommended
The vehicles in the subdivision are stored in every Highway Patrol station around the State of San Andreas. Vehicles are always ready to be activated for any sort of S.W.A.T. request. The vehicle’s we have in this subdivision are listed below. All Vehicles should be Straw Brown.

All vehicles must have ram bars except the ones that cant even have them such as the bearcat. Units are not allowed to patrol in any of these besides responding to a S.W.A.T. request.
You will format your license plates like this SWAT (Motorpool car number) (ex. SWAT 401) You can find the corresponding numbers to the S.W.A.T. vehicle you will be activating in the motorpool.
The MH-6 Little Bird is to only be activated by certified members of the Air Assault Team. The MH-6 is to only be activated during high risk air support needed circumstances. A few scenarios for activation are High Speed Tactical Vehicle Pursuits, Drop-in Insertions, Transporting S.W.A.T. Operatives, etc. This can be activated by anyone within the AAT Certification as long as it is highly needed in the situation.
The Bearcat is only to be taken out if absolutely necessary. There are only two Bearcat vehicles throughout the department. Bearcats are only needed for certain situations, and not all situations. Mainly needed for the use of armor/cover, transport S.W.A.T. Operatives, and high risk S.W.A.T. scenarios. The Bearcat is to be only utilized with DIRECT permission from a Lead Operative, or a Lead Operative can activate it themselves.Without permission from a Lead Operative, and you activate the Bearcat, disciplinary action will be taken.
The Rook is to only be used by Operators that have been trained and certified for it. A Certified Rook Operator can pull out a Rook for any situation that deems it necessary. The Rook should NOT be used for EVERY scenario, and only should be used when absolutely necessary. We only have 2 Rooks that are within the Highway Patrol Budget.
The Emergency Services Unit Truck is to only be deployed by Senior Operatives. Consider this as a ‘Mobile Command Center for the SWAT Team’. This ESU Truck should be deployed for hostage situations, bank robberies, and situations that require extra equipment and cover. This truck is filled with ammunition, scene equipment, tactical gear, and even lines for negotiations. If an operative needs to pull this out, they must get consent from a Senior Operative to pull it out. We only have 2 of these vehicles in our Departmental Budget, Don’t lose it.
There are only a few reasons that San Andreas Highway Patrol S.W.A.T. should be activated which is a high priority situation such as a store or bank robbery, hostage situation, multiple downed Operatives and citizens, active shooter situation ect. You may activate if there is a need for S.W.A.T. somewhere requested by other Operatives. If you are already on scene without S.W.A.T. gear then activate your low priority uniform that can be activated from the back of your patrol car and if any other HP S.W.A.T. units are going back to a station to ask for some gear so you can activate your medium priority uniform. If you are activating from a station then call over radio your callsign and say you are activating S.W.A.T. from (Whatever station you are activating from) EX: “531 activating S.W.A.T. from (station you are activating from). The smallest number of S.W.A.T. vehicles should be deployed, this means that if there are four S.W.A.T. officers deploying from a station at the same time, they will all ride in the same vehicle. Once the team of S.W.A.T. Operators arrive on scene, they will get a status update from the highest ranking officer on scene. At that time, S.W.A.T. will take strategic control of the scene and officers on scene will follow the orders of S.W.A.T. You may not activate full uniform from the back of your patrol vehicle or you will face disciplinary action from subdivision command.
Negotiations
Officers will use their best judgment when it comes to handling negotiations but there are a few guidelines to follow while negotiating. Avoid telling hostage takers “no” as it may escalate the situation. Officers will do their best to accommodate demands but will not provide the hostage takers or barricaded person transportation to leave the scene. They will not promise the suspect a way to leave the scene. The job of the officer in charge of negotiations is to de-escalate the situation to a point where an arrest can be made. If this is unsuccessful after an extended period of time with multiple attempts to get the suspect to surrender, a breach and clear may need to be conducted.
Breaching and clearing a building involves forcefully entering a building in a strategic manner in order to eliminate an active threat. If negotiations break down or the suspect is unwilling to negotiate, the team of S.W.A.T. officers will enter the building as they are trained in a formation and clear from room to room, securing hostages and suspects as they move. They will use force as is necessary to eliminate threats and secure the scene.
When it comes to good S.W.A.T. breaching formations are the way to go. It makes the breach team way more tactical and organized. What are formations? Formations are an arranged pattern that makes it where all areas of a team are covered and all formations do better in different environments such as alleys, open rooms, big buildings, and houses. Formations can also be good for clearing corners. (See examples below)

Be it noted that the authority of the SWAT Commander is the final stopping point for all things SWAT. The Commander reserves the right to amend policies at will, as necessary, to address any actions or relevant situations within the division.
The SWAT Supervisory and Command team reserve the right to remove people from the division for bad conduct as a SWAT Operative. This can include but is not limited to, trolling the division, complaining excessively, not activating SWAT when needed, and more.
If you have any questions about this Standard Operating Procedure, please address them to the chain of command. These policies may be updated without notification. It is the responsibility of the officer to check these policies on a regular basis to ensure they are remaining in compliance with all policies and procedures of the San Andreas Highway Patrol Special Weapons and Tactics.
If you just transferred into the department and you were in a tactical subdivision in your last department, please contact S.W.A.T. command and we will put you in as S.W.A.T. Cadet and you will need to go through a retraining. Transfers are handled on a case to case basis.
