The San Andreas Highway Patrol Internal Affairs was formed with the purpose of ensuring that Highway Patrol Troopers are treated equally and fairly and are held accountable for their actions . Members of IA are fully-fledged hard working troopers working across San Andreas.
The ultimate goal of IA is the protection of rights and to maintain the integrity of the San Andreas Highway Patrol. As the office of Internal Affairs is to conduct thorough and fair investigations of San Andreas Highway Patrol Officers.
Those interested in joining the San Andreas Internal Affairs Division are required to read all associated documents, policies before submitting a letter of interest.
To join Internal Affairs, you would have to send a Letter Of Interest to either of the IA Directors. Feel free to contact any IA Supervisor or Commanders with any questions, comments or concerns you may have.

All Information within the Internal Affairs Bureau is restricted to Internal Affairs and High Command personnel only. Releasement of any information within the Bureau to non authorized personnel will result in removal from the bureau.

The mission of the Office of Internal Affairs is to protect the public trust and to maintain the integrity of the San Andreas State Police. As the Office of Internal Affairs is to conduct thorough, fair and objective investigations.

Welcome
Hello and congratulations! You have been chosen from the command of internal affairs to be an investigator within our bureau. So give yourself a pat on the back as this is a big honor! Now that you are here we must make a few things clear. Within this SOP are all the basics you need to be an investigator with the internal affairs bureau. This document is required to be read and if not read it is not our responsibility as command to assure that you have read this. Failing to follow this or failure to acknowledge this document is a choice made on your own so any consequences will be held on you if violating SASP or Internal Affairs procedures. Good luck and again congratulations on your new position!
General Description of Bureau
The job of internal affairs is practically policing the police. Our job is to ensure all troopers are performing exceptionally well and are not misusing their power or granted immunity. We as internal affairs conduct investigations on all personnel from probationary troopers all the way up to the colonel. If officer misconduct is taking place we are the first to act and attempt to stop this from happening or even prevent. We work as a team keeping all information to the utmost confidentiality and holding a very high expectation from all around us. We are the role models of this department. We must as internal affairs always uphold professionalism at its finest. From field to office rest assured that the internal affairs is always around to put a stop to any breach of trust or abuse of powers within the department.
Jurisdictions
As San Andreas State Police Internal Affairs we may only correct and investigate misconduct within the San Andreas Highway Patrol. We may not as a bureau investigate any other departments such as LSPD, BCSO, FBI, etc etc. As an internal Affairs officer you do not have a limit to who you may investigate. If a report or tip comes in for the colonel we must investigate and come to a verdict for everything. Even though you may have a superior being investigated you must still respect them as your superior but you are not required to release information on an investigation on them even if they are aware of the investigation. You may also call in any employee within the San Andreas State Police for questioning, collection of evidence, etc etc. Regardless of their rank or position within the department.
Per powers of the Department of Justice granted by the Attorney General of San Andreas we are the only entity within the state able to arrest San Andreas State Police employees excluding federal agencies. We are to perform all arrests on troopers and only troopers employed with the department. No other employee may perform the arrest that is not in association with the Internal Affairs Bureau in San Andreas State Police.
Identification
As a member of the internal affairs bureau you are to always identify yourself upon request. However, upon this request there are two ways to identify.
On normal patrol you will address yourself as normal. You will not make yourself known as internal affairs and purely act as if you are not internal affairs. You want to try your best as possible to keep confidentiality of your position in internal affairs. If you are on normal patrol not performing any sort of duties as internal affairs you are to address yourself as normal. Now if you are on an active investigation or conducting any type of duties within the internal affairs bureau you are to address yourself by the following. Internal Affairs (Rank in Department) (Your Name) with the San Andreas State Police. You are only to address yourself as internal affairs if you are conducting said duties.
Ranking and Assignments |
Director
Commander - Major
Leads and oversees all operations and actions taken in the bureau. Is the final call for all decisions and votes. Also searches for candidates to join the internal affairs bureau with the agreement of the whole internal affairs command.
Assistant Director
Chosen By Director
Assists the director of internal affairs in all operations he/she carries out. Carries our orders from the director if need be and can take over in his/her absence.
Commanding Internal Affairs Officer
Lieutenant - Captain
Is an operations leader within the bureau and has overall review on any cases or actions taken by the bureau. They maintain order in the bureau and will assist the directors in tasks needed completed.
Supervisory Internal Affairs Officer
Sergeant First Class - Det. Sergeant II
Supervises field and internal investigation on troopers. Reviews case files as well as usually leads a certain division such as Officer involved Homicide and Officer Misconduct.

Field and internal investigations on troopers including homicide, misconduct, thievery, etc.
Duties of Internal Affairs |
Investigations
As an internal affairs officer your job is to investigate all troopers within the department deemed necessary. Reasons for investigation could be Officer involved homicide, officer involved shooting, officer misconduct, etc etc. All cases must have a case filed filled out for them with proper information within each section. Evidence must be provided as well as an officer statement to be recognized as an actual investigation. You cannot conduct an internal affairs investigation until the scene is completed or clear of any threat. You cannot just start an investigation in the middle of a scene.
Receiving Complaints
As a member of the internal affairs bureau our job is to also take reports/complaints from departments and even civilians within the state of San Andreas. All complaints will start an investigation as long as the internal affairs officer deems the report to be investigative worthy. With this the officer would then get a statement form the reporter and the reported parties and start an investigation. Ways to receive tips is either through the anonymous tip line which only the internal affairs command has access to view and will hand off to the internal affairs team. Another way is a verbal complaint in state from a department or a civilian. Remember that internal affairs must be requested by the reporter in state for an internal affairs officer to respond. You cannot respond to every complaint as internal affairs.
Interactions With The Public,Agencies, And Divisions |
Public and Patrol
As a member of the internal affairs we are to uphold the utmost professionalism at all times. When interacting with the public such as any LEO agency or even SASP itself and the general public we are not to disclose anything on the investigation of an officer. We are not to release sensitive details unless given permission to declassify by internal affairs command. If asked questions by anyone you are to only state you are conducting a lawful investigation and if they could not interfere it would be greatly appreciated. If anyone fails to not leave you alone or continue to pester you, call for additional uniformed units to the scene to take scene control.
SASP Divisions
Now divisions within SASP internal affairs works with mainly are the following below
•Warrant Services, Executing Warrants
•SWAT, Warrant Assitance
•Detectives, Investigation Assistance
These divisions are ones that are used for tasks internal affairs cannot perform. For example if you need assistance on an investigation involving drugs you may call upon a narcotics detective to assist you in said investigation for further knowledge and help. If you are requesting assistance from the divisions listed you must get the approval for assistance by the director(s) of internal affairs. You are not to get assistance from any specific person or division without approval of the internal affairs executive staff excluding warrant services.
Below is a continuation of the role and duties warrant services plays in SASP Internal Affairs Bureau as they have more lenience within this bureau.

Federal Bureau of Investigation
The only department we must declassify to by request is the Federal Bureau of Investigation due to their position within law enforcement. They may take over any local or state agency case at any time. If you feel that they are unnecessarily taking over an investigation do not fight them but simply follow their demands and make a report with the FBI and notify the internal affairs command.
Investigation Walkthrough |
Initial Report
When an initial report is filed either by a concerned civilian, another trooper, or a supervisor you are to listen intently to what they say. This is the initial fact finding mission and the situation will be freshest in their memory. Treat the initial reporter with the utmost respect regardless of whether or not you find them credible. Ask questions like; who, what, where, when, why. Record the interview if possible as this will make it easy for you to call back later. If you don't have the ability to record, have a notepad ready to take notes.
Collecting Evidence
Collection of evidence is handled just like in any other detective case. You request any clips or evidence from the initial reporter and store them accordingly.
Investigation
Treat the accused party with absolute respect, they are innocent UNTIL proven guilty. Do not let your emotions get involved at all. You are an impartial investigator and are ONLY interested in the facts of the situation. The accused may request a supervisor to be present during your questioning. This is perfectly acceptable and you should never argue or hassle anyone who requests this. Miranda rights are only required during an arrest. It should be made abundantly clear to whomever you're questioning that this is a fact finding mission, you're interviewing the person NOT interrogating. This is the point where you would request any evidence from the accused party and review it accordingly. Fill out the case file and take notes as well. Once you feel you have both sides of the story, thank the accused and inform them you'll get back with them later on the results of the investigation. If you need to suspend a officer temporarily you must get them a temporary replacement (Temporary character for SASP). You should only hand out a temporary suspension for a corruption investigation only. No other investigation will result in temporary dismissal.
Verdict
Once you have all the information and the case file filled out. Bring it to the attention of Adrian, Vacant, or Frankie who will review it with you. Make your recommendation and tell us what you see happened. Together we will make the determination and take appropriate next steps.

Garrity, Lybarger, and Miranda Warnings
Below is a list of all the rights officers may receive and a description of each. Please read below as these are very important to know for investigations.
Garrity Warning
“You are being asked to provide information as part of an internal and/or administrative investigation. This is a voluntary interview and you do not have to answer questions if your answers would tend to implicate you in a crime. No disciplinary action will be taken against you solely for refusing to answer questions. However, the evidentiary value of your silence may be considered in administrative proceedings as part of the facts surrounding your case. Any statement you do choose to provide may be used as evidence in criminal and/or administrative proceedings.”
Any SASP staff presented with these rights are under a voluntary investigation on a pending or attempted conduction of an internal and or administrative investigation. If they refuse to voluntarily hand over information they may choose to do so and no disciplinary action can be taken.
Lybarger Warning
“You are about to be interviewed as part of an administrative investigation. You have the right to a representative, who is not involved in his investigation, present with you during your interview.
Because this is an administrative investigation, neither your statements nor any information or evidence which is gained by such a statement can be used against you in any subsequent criminal action. You are being ordered to answer questions specifically related to your employment with the District. Your failure to answer questions directly related to this administrative investigation may result in disciplinary action up to and including your discharge or other punitive action. You are further ordered to be truthful in all your statements. Failure to be truthful will be considered insubordination and will subject you to further disciplinary action up to and including termination.”
Any SASP staff must and will sign a document with this information presented to them if they consent to waive his or her fifth amendment right. After their signing they cannot go back on this revoke of rights. These are only to be read if a permitted internal and or administrative case is being conducted under reasonable suspicion. This is a forced questioning that is not a criminal proceeding so any form of defiance to comply will be met with a disciplinary action. They may have union representatives present during this.
Miranda Rights
“You have the right to remain silent. Anything you say can be used against you in court. You have the right to talk to a lawyer for advice before we ask you any questions. You have the right to have a lawyer with you during questioning. If you cannot afford a lawyer, one will be appointed for you before any questioning if you wish. If you decide to answer questions now without a lawyer present, you have the right to stop answering at any time.”
Any SASP staff presented with these rights are being interrogated as a civilian and this is a criminal proceeding. They have all rights a civilian would and this can result in criminal and disciplinary action.
Union Rights For Investigation / Interview
All troopers within the San Andreas State Police have the rights of the union as we are a part of the union. Below is the rights that all troopers have within the department when it comes to our duties.
Weingarten Rights
An employee is entitled to union representation when all of the following conditions are met: The employee must be questioned in connection with an investigation; The employee must reasonably believe he or she may be disciplined as a result of the answers; and. The employee must request representation.
Pattern Makers v. NLRB
The Supreme Court held that employees have the right to resign from a union at any time, and that union rules restricting resignations are illegal. By granting employees the right to “refrain from any or all” activities, the NLRA guarantees each employee the right to resign from union membership at any time.
Just Cause
In union settings, the employer must have a reason to act in disciplining an employee and the reason must be just and fair. In non-union workplaces, the employee is an at-will worker and can be disciplined or fired for whatever reason or no reason at all.
Arrest or Action
During an arrest on a fellow trooper there must be actions taken to warrant this arrest. Firstly to get an arrest approved the charges cannot be federal and can only be a felony or less. Also the charges and performance of arrest must be approved by high command and executive staff of the internal affairs bureau. A case file must already be filed before the request and the case file must be linked with the request to arrest. When performing the arrest you do not need to use aggressive means to arrest the trooper. Simply attempt to call them to station with some assistance whether it be internal affairs or patrol personnel and calmly make the arrest. If they do not show up to the station or refuse to, you may go out and search for them on duty or if necessary attempt to locate using their place of living to find them. If you need any warrant for searches or arrest please go through the DOJ.
If however the internal affairs case makes its way to an out of character punishment it will be handled as usual and will not be any different than your average disciplinary action investigation.

Vehicle And Uniform Policies |
Vehicles
Detective Bureau Members
In the internal affairs bureau vehicles used for field investigations in the detectives bureau must be the detective vehicle assigned to you through the motorpool. All cars must be through the detective bureau.
Patrol Staff Members
In the internal affairs bureau vehicles used for field investigations in the patrol staff must be the patrol vehicle assigned to you through the motorpool. You cannot be active as any patrol subdivision such as HEAT, K9, Air Unit, etc. If active as a field investigator for patrol staff you must be on normal patrol.
Uniforms
Detective Bureau Members
Detective uniforms within the internal affairs can consist of only business casual and business formal. If on an active field investigation no matter how many people are there or how severe the investigation is you must have a SASP windbreaker on over a business casual uniform so you are easily identifiable.
Patrol Staff Members
Patrol uniforms for uniformed patrol within the internal affairs bureau can consist of only long sleeve with tie, long sleeve without tie, and short sleeve. Other uniforms that consist of t-shirts and non formal uniforms such as utilities are not allowed as an internal affairs officer.
Miscellaneous |
Confidentiality Policy
All information within the Internal Affairs Bureau is restricted to high command and internal affairs personnel only. Any declassification of documents, information, outcomes of troopers with non personnel will result in disciplinary action. Only the internal affairs command may declassify case files or information to be released only to the public relations office for them to release to the public and department.
Disclosure Policy
When starting a case on any rank you must notify the next in command of that trooper and give the name and credentials of the trooper being investigated. Below is a list with the commands you should notify for each rank.
Termination Policy
All offenses listed below have a no tolerance policy. This being said all below will be listed as immediate termination with no leniency.
Patrol Policy
As a member of the internal affairs bureau you may patrol as a field investigator. With this freedom comes some regulations which are listed below
Unwritten Regulations Policy
Not all rules and regulations can be placed inside this document but common sense is a must for this bureau. Doing any action that would go against SASP or the Bureau in a negative way or go against the public in a negative way will result in disciplinary action. If you do not know if an action would be frowned upon amongst the bureau please come to the proper command and ask before acting.
