Section 1 - Code of Ethics

1.1 - Human Resources  Code of Ethics

The San Andreas State Police, Human Resources Department has adopted the following code of ethics for all HR Members. All HR Members will swear upon this code of ethics when hired.

1.2 - Code of Ethics of the Position of an HR Member

I shall ensure the performance of my duties. I will administer and enforce the policy of SASP and follow all correct policies for my assigned task. I will use my knowledge of law and of policies to ensure the proper performance of myself and others within the human resources department.

As a member of human resources I recognize that I am given special trust and ability by the director of human resources and the Colonel of SASP. Their trust and confidence is my bond to ensure that I shall behave in accordance with the highest professional principles. In furtherance of this bond, I will hereby abide by the following Code of Ethics.

 

1.3 - Message from The HR Department

  • The SASP Human Resources Department will strive to accomplish this mission by setting goals, objectives and practicing the core values of the Office.
  • It is our mission to improve and maintain the quality of life we enjoy and to ensure that our workplace is an organized and well maintained place of work.
  • We are totally dedicated to the assignments we are tasked and given.

  • The SASP HR Department values are its principles and beliefs, which guide the Department’s Members as they pursue the Department’s mission.

  • I shall Adhere to the standards and principles of honesty and integrity at all times, leaving my personal life unsullied or untainted as an example for all to follow.

  • I shall Ensure there is proper personal accountability and responsibility for all property and assignments entrusted within my care.

  • I shall Accept all responsibilities, duties, obligations, commitments, and will hereby adhere to this Code of Ethics. In so doing, I knowingly accept personal accountability for encouraging my peers to abide by the same Code of Ethics.

Professional Responsibility

  • Strive to meet the responsibilities of their assigned job duties, to be responsible for their actions and accountable to their supervisors and to the troopers they serve.
  • Strive for individual improvement.
  • Enhance their level of technical knowledge, training, and education.
  • Be able to detect problems within their job assignments and be capable of making decisions in response to those issues such as problem solving,

All employees of the SASP HR Department must:

All employees of the SASP HR Department must:

  • Understand that the integrity of LEO Administrative duties must never be compromised. The department  demands and we must accept that the integrity as a law enforcement officer must be above reproach. We must constantly strive to reach the highest standards of honesty and integrity.

All employees of the SASP HR Department must understand that:

  • They should strive to obtain individual goals for self-improvement.
  • They are expected to perform at their highest potential by seeking individual objectives in reaching their goals with the maximum effort.
  • They are expected to have pride in themselves and take ownership in their work product.

Cooperation

All employees of the SASP HR Department  must understand that:

  • It is expected that all employees of the SASP HR Department will lead by example and be willing and able to assist any Supervisor or Command member  when requested. We must recognize that the cooperation of all department members  is essential for effective, efficient, and responsive law enforcement.

Innovation

The SASP HR Department will value innovation from all levels. The SASP HR Department  will strive to keep pace with the latest methods and technology through continuous training and education. All employees must understand the importance of creating a work environment that encourages innovation, input, and participation.

1.4 - Responsibility of All Department Personnel

It shall be the duty and responsibility of all personnel to familiarize themselves with all policies outlined within the HR Rules and Regulations as well as all other proper Policy and Professionalism when conducting assignments. It is a responsibility of all HR Members to follow proper code of conduct at all times. Ignorance or Misinterpretation of any of the manuals or other provided provisions will not be accepted as defense against Disciplinary Charges.

1.5 - Human Resources Authority

By virtue of the Authority Vested in Me by the Director of HR and the Colonel of the San Andreas State Police,  this Standard Operating Procedure is hereby adopted for the government discipline with the SASP HR Department.

The Directors of the HR Department are able to remove / discipline any person(s) a part of the HR Department for any reason, upon a full investigation.

This Standard Operations Manual shall become effective as of 5/17/22

Section 2 - Tasks 

2.1 - Transfers

  • Within PGN the option to transfer from different departments is optional. Within HR we handle the technical side of that and make sure transfers are smoothly brought into the department.

Transferring in Department

        

Transferring into the department has multiple different requirements and different things that need to be in place and happen to be successful.

If somebody wants to transfer into the department, they will simply be asked to open a ticket in the SASP Discord. After opening a ticket, They will state their reasoning of why they want to transfer into SASP. Once their reason is provided, the HR Member / Supervisor that is handling the ticket SHALL ping the A department command member and wait for the Command Member to approve or deny the transfer.

        Once the transfer is approved, then they shall get approval from the OTHER department that they are COMING from. Once it is approved in BOTH departments, the HR Member will start the transfer process. The things below are what you need to do once a transfer is accepted.

  • Give the Person Transferring Their Assigned Roles
  1. PROBATIONARY Deputies / Officers CANNOT transfer into the SASP Department without approval from the HR Directors, AND the San Andreas State Police Colonel
  2. If a Reserve Officer transfers into SASP, they would get Auxiliary Trooper.
  3. If a Reserve Master Officer transfers into SASP, they would get Auxiliary Master Trooper
  4. If a Officer / Deputy transfers they will get Trooper
  5. If a Senior Officer / Deputy transfers they will get Master Trooper
  6. ANY SUPERVISOR that wants to transfer INTO SASP as a Supervisor, will need to be handled by the Command Bureau of SASP as well as the High Command Bureau. Human Resources will NOT handle transfers from supervisors wanting to transfer in OR out. That is left up to the Command of the Department to handle.

The roles above are the ONLY roles that shall be given when transferring into the department.

Sub divisions are to be handled with the Sub Division Commanders of each division and is left up to the trooper and then to handle that, Human Resources DOES NOT handle sub division transfers / roles.

Transferring OUT of Department

If a Trooper wants to transfer out of the department, they are to open a ticket in the SASP Discord and ask to transfer out. Once providing their reason , HR Directors or Command will approve or deny the transfer and go from there.

Once it's approved, they will be asked to get approval to transfer into the department they are wanting to go to. After it is approved from BOTH parties, then start the transfer process.

Steps to Complete a OUT OF DEPT Transfer:

  1. Remove their roles from the SASP Discord BESIDES the PGN Member Role.
  2. Remove their roles from the MAIN PGN Discord, and leave the other department to give them their roles.
  3. DELETE the ROW on the roster from where they are. Right click the side number (Row number) and click Delete Row
  4. DELETE all their motor pool cars. Control + F there callsign on EACH motorpool and delete their call sign and the date on the right side.
  5. Log the Transfer in #transfer-logs (Say who the transfer was approved by. Either Chris James, Thorr Specter, or Command)

Transfers that are going OUT of the department and they are an active Supervisor of the San Andreas State Police MUST be handled completely by a Human Resources Director or Command Member. If the Supervisor is a HIGHER RANK then the HR Director at that point, then it will be up to Command to take care of it.

  • Supervisor wants to transfer out, the Support Member in the ticket shall instantly ping the Human Resources Director and stop typing. The HR Director is the one to handle that transfer from that point forward and only them and command.

2.2 - Interviews

Interviews are a big part of the Human Resource Team here within the SASP and it is the MAIN task that HR Members are assigned and expected to do.

Running an interview is quite easy. The steps will be explained below:

  1. Announce you are doing interviews in the #interview-announcements in the MAIN PGN DISCORD
  2. Open the Interview Guide
  3. Introduce yourself, and start by reading the questions off the guide to them.
  4. Whilst they are responding to your questions, you are to be following the format in #interview-logs and writing down the answers briefly as they are responding.
  5. After finishing all the questions and the guide, Tell them you are going to drag them out and consult with your fellow HR Members, or yourself by going over their answers.
  6. Once you have decided to Accept them, or deny them, Move them back and give them the answer.
  7. If they are accepted, start by giving them roles everywhere.
  1. In Main PGN Discord they need:
  1. MEMBERS, SASP, and SASP CADET (On interview guide on how to give them)
  1. In SASP Discord they need:
  1. Needs Training, Cadet, San Andreas State Police, PGN Member
  1. Make a new ROW on the roster for the new cadet, make sure it's at the bottom of the Cadet list. Fill out their name and the callsign that they picked (MUST BE AVAILABLE).
  2. Explain to them the process that they are to go through now. (Training, Ride alongs, etc etc.)

Rules of Conducting Interviews:

  1. Be respectful and mature to the Interviewee and the HR Members there.
  1. Being respectful and mature is a big thing when doing interviews, as it shows how professional the department is. We want to build our reputation and to make sure that it isn’t ruined by you being unprofessional. (If your caught being unprofessional or immature doing interviews, we will suspend you from doing them, or simply remove you from Human Resources)
  1. If they are below the age of 16, they are to be IMMEDIATELY DENIED. There are no Exceptions per the ProGamerNetwork Staff Bureau and Owners. If they are 15 and below, they are to be denied AND blacklisted from the department until they turn 16.
  2. If you are interviewing a friend, have another HR Member with you to be there. This is to make sure that there are no UNBIASED decisions because they are your friend.

2.3 - Motor Pool

A defined part of the SASP is our Motorpool. HR Members are there to change the motor pool cars of our troopers, by request.

Motor Pool Rules and Regulations:
-Do not change your own vehicle.

-Do not remove or add different vehicles (more cars of some sort, must be approved by Administrative Officer)

-1 week passed before changing a person's car. No excuse or exceptions to this.

-1 week before changing a Command Members Secondary Vehicle.

When adding vehicles only the head of Sub divisions and the HR directors can approve funding requests unless asked specifically by them OR Captain Soprano, or Sgt. First Class Chris James, then do not add or edit vehicles on the motor pool.

Section 3 - Chain of Command

3.1 - Ranking

Human Resources Directors

The Director/Assistant Director of Human Resources Oversees and Manages all of Human Resources . They are in charge of Hiring New People into HR as well as Managing its Members and Supervisors. The Directors also handle any changes that happen within HR. Finally, The Human Resources Directors are the people that approve or deny transfers for the HR Members to do.Human Resources Supervisor

The job of an HR Supervisor is to Supervise and Assist HR Members and Trainees. An HR Supervisor should be able to answer questions for Trainees and HR Members as well as assist them in any way needed. HR Supervisors might also be assigned different tasks then a Normal HR Member.

 
Human Resources Member

An HR Member is around to do basic duties such as assisting and conducting Interviews, Motorpool Requests and Changes, and Transfers (When approved by the HR Director). HR Members also have the opportunity to be assigned tasks by the Human Resources Directors depending on how they perform and what their certain skills / abilities are. An HR Member is to be expected to complete any tasks that are assigned to them.


Human Resources Trainee

A Human Resources Trainee is a Member who has just been Accepted Through the Application Phase of Human Resources. An HR Trainee is expected to sit in and listen through 3 interviews with an HR Supervisor or Director. Afterwards, they will host interviews by themselves until BOTH the HR Directors have come together and decide if

They are ready to move to HR Member. HR Trainees are not thrusted into Normal HR Duties, until trained and given the go ahead by the HR Directors.


Human Resources Trooper:

HR Troopers are able to handle motor pool but that is all. Human resource troopers are master troopers who wish to do more for the department. They are only to have access to the Motorpool Database.
