I.  Introduction

Mission Statement

The mission of the San Andreas State Police is to partner with the community, to proactively prevent crime, enforce the law fairly, and enhance the public’s trust through transparency and accountability.

Goal Statement

The goal of the San Andreas State Police H.E.A.T. Unit is to assist patrol units with traffic enforcement, high-speed vehicles, motor vehicle accidents, D.U.I. checkpoints and procedures, and normal patrol duties. H.E.A.T. specializes in traffic control and enforcement and is determined to continue its tradition of keeping the public safe in everyday travels and preventing D.U.I.s.

Ranking Structure

Tow Commander - The commanding officer of the division. Takes responsibility for all troopers below them. The commander must keep tabs on all operations, roster upkeep, and S.O.P. regulations

Tow Asst. Commander - The second in command of the division. The assistant commander must keep assisting the commander in any given task. Oversees supervisory staff and assist in the roster upkeep and operations.

Tow Supervisor - The main supervisory force of the division. Ensures that all policies are being followed properly. Supervisors are responsible for leading other units and keeping units safe.

Tow Unit - The main backbone of the division. Upholds all the duties of normal patrol officers.


 II.  Tow Policies


Employee Conduct

Respect - Treat all individuals with dignity and respect, regardless of their race, gender, religion, or socio-economic status.

Integrity - Act with honesty and integrity at all times, and never compromise your ethics or moral standards.

Responsibility - Take responsibility for your actions and decisions, and hold yourself accountable for your performance.

Communication - Communicate effectively and professionally with colleagues, supervisors, and the public.

Vehicle Policy:

License plates must be formatted “T(#)”. The number represents your number on the MotorPool. Vehicles must have the exact same extras/colors that are on the “Vehicle Structure” to ensure others understand you are SASP. AT NO TIME SHOULD TOW UNITS ENGAGE IN ANY OTHER DUTIES THAN TOW DUTIES (examples: 10-80’s, 10-11’s. etc.). This could result in a D.A. or removal from the division.

Supervisor +:

“Dot1502” : Primary Color: Bluish Silver   Secondary Color: Bluish Silver

Extras: 1,2,11 - 4 & 12 Should ONLY be used when on a Scene

Tow Unit:

“fordflatbed’ : DO NOT MESS WITH COLOR AFTER CHANGING TO BLANK LIVERY

Extras: 2 & 3

Please ensure that you abide by these colors and extras to avoid any confusion, and check the roster so you do not accidentally use the wrong vehicle.


Uniform Policy:

The Uniform Policy must be followed at all times due to the safety of the public and the officer themself. Hats and Holsters may vary (no silly hats or drop leg holsters).

All Tow Units are to have the following loadout:

  • Combat Pistol - Flashlight
  • Taser
  • Baton
  • Flashlight
  • Handcuffs
  • Radio
  • Pepper Spray
  • Body Camera

The Following Equipment is in your vehicle or vehicle toolbox:

  • Basic Life Support Kit
  • 1x Soft body Armor Vest
  • 1x Medium Plate Carrier
  • Traffic Cones / Barriers / Police Tape
  • In-car Radio
  • GPS / Vehicle Tracker
  • Extra Ammunition
  • Road Flares
  • Evidence Bags
  • Gloves

III.    Tow Procedures

Activating Tow Unit:

To activate as a Tow Unit you must head to the nearest Troop Station (In AOP) and retrieve your Tow Truck or Fly Car from the Garage and your uniform from the Locker Room. Please ensure you have the correct uniform and loadout saved and ready to go for activation and that you are currently using it. You will then call yourself 10-08 over your patrol areas regions RTO. ( Example: (Callsign) Show me 10-41 10-08 Active Tow Unit) you are not required to use your plate callsign just stick to your Patrol Callsign but add Tow | to the front of your name in RTO. A ride-along is always recommended to ensure the safety of both units and to get the scenes done much more swiftly and efficiently.

Pursuit Policy:

No Tow Unit is permitted to attach to any sort of pursuit whatsoever. The only time you may assist in a pursuit is if it is a 10-70 and the suspect runs at you / comes straight to you. You may attach to Pursuits when they are all said and done or be staged in the area. To remove the vehicle and tow it away to the Nearest Station.

Traffic Stops:

You may attach to a traffic stop when requested. Requests for a traffic stop should only be done when the traffic stop is Code 4 and the primary unit needs the vehicle Removed / Towed away from the scene. As a Supervisor+ you may attach to traffic stops in the Fly Car with the use of your Amber Lights and Traffic Cone Extra to help ensure the safety of the officers on scene, when doing this you must be approximately 3-4 car lengths behind the traffic stop.


IV.    Additional Information

Authority of the Commander:

Make it known that the authority of the Commander of the Tow Unit and HEAT is the final stopping point for all changes, disputes,actions and appeals within the division. The Commander reserves the right to amend and change policies, rank, and division assets at will as necessary to address any active or relevant situation within the division as well as improve the division as a whole.

Conclusion:
In conclusion, the Tow Unit has proven to be a very valuable asset to our law enforcement team. Their ability to assist units in various situations, effectively and efficiently, as well as serve our community with unwavering professionalism has given them the title as, The Best of The Best. Troopers, and we will continue to leverage our specialized skills and equipment to enhance our operations capabilities.  Together, we strive to uphold the highest standards of law enforcement and ensure the safety of our community.
