I.  Introduction


Mission Statement

The mission of the San Andreas State Police is to partner with the community, to proactively prevent crime, enforce the law fairly, and enhance the public’s trust through transparency and accountability.

Goal Statement

The goal of the San Andreas State Police H.E.A.T. Unit is to assist patrol units with traffic enforcement, high-speed vehicles, motor vehicle accidents, D.U.I. checkpoints and procedures, and normal patrol duties. H.E.A.T. specializes in traffic control and enforcement and is determined to continue its tradition of keeping the public safe in everyday travels and preventing D.U.I.s.

Rank Structure

HEAT Commander - The commanding officer of the division. The commander must keep tabs on all operations, roster upkeep, and S.O.P. regulations.

HEAT Vice/Deputy Commander - The second/third in command of the division. Oversees supervisory staff and assists in roster upkeep and operations.

HEAT Lead Supervisor - The highest ranking Supervisors within the division. Assists the Commanders in anything they may need, and Helps with supervisor duties and enquiries to ensure a smoothly operating division.

HEAT Supervisor - The main supervisory force of the division. Ensures that all policies are being followed properly. Supervisors are responsible for leading other units and keeping units safe. Heat supervisor is the first line of contact before reaching out to command.

Senior HEAT Trooper - The main backbone of the division, holding seniority and experience. Upholds all the duties of a normal patrol officer.

II.  H.E.A.T. Policies


Employee Conduct

Respect - Treat all individuals with dignity and respect, regardless of their race, gender, religion, sexuality or anything you do not feel relevant.

Integrity - Act with honesty and integrity at all times, and never compromise your ethics or moral standards.

Responsibility - Take responsibility for your actions and decisions, and hold yourself accountable for your performance.

Communication - Communicate effectively and professionally with colleagues, supervisors, and the public.

Vehicle Policy

2020 Dodge Challenger - The 2020 Challenger must only be used by Senior Troopers +

For 2 Hours at a time with a 1 Hour Break in between. Due to the department only having 2 Dodge Challengers with 1 for each Troop you may only have one vehicle active per zone for all Troopers. The Plate formats for the Challenger are HEAT-1 in LS HEAT-2 in BC and HEAT-3 for Command Activation.

2021 Ford Shelby - The 2020 Challenger must only be used by HEAT Supervisors +

For 2 Hours at a time with a 1 Hour Break in between. Due to the department only having 2 2021 Ford Shelby’s with 1 for each Troop you may only have one vehicle active per zone for all Troopers. The Plate formats for the Shelby are HEAT-4 in LS HEAT-5 in BC and HEAT-6 for Command Activation.

You may only clock in each vehicle for 2 hours at a time and must wait 1 hour before activating the vehicle again. HEAT Supervisors can clock in 1 Extra vehicle even if it is already clocked out. (These vehicles must be clocked in through the #clockins channel)

Troop A = LS                                                                                     Troop B = BC

Pursuit Speeds - Pursuit Speeds are the same as normal Trooper which means you may go whatever speed feels necessary this is completely at your discretion but if speeds turn dangerous then punishments may be made.

PIT Speeds - PIT Maneuvers may be made at any speed and Ram/Push bars and wrap arounds are not a necessity when performing this Maneuver, but keep in mind your vehicle may be damaged in the long run if the suspect continues to evade.

III. Certifications


Motorbike Unit

Motorbike Unit - The motorbike unit certification in HEAT provides officers with a valuable skill set that allows them to effectively enforce traffic laws and respond to traffic-related incidents. By utilizing motorcycles, officers can access areas that are difficult to reach by other means and respond more quickly to traffic accidents or other emergencies. SOP Is Below

FTO Certification

Field Training Officer - FTOs play a critical role in the success of the HEAT program by ensuring that new recruits receive high-quality training and support during their transition into their roles as highway patrol officers. By providing one-on-one training and mentoring, FTOs can help new recruits develop the skills and knowledge necessary to enforce traffic laws, promote highway safety, and respond to emergencies.

Tow Certification
Tow Certification- Troopers who are certified to drive the tow truck play a critical role in the more passive side of the HEAT program. They are able to respond and assist patrolmen and other HEAT troopers with MVA scenes as well as any other scene that may require a tow truck. For towing operations refer to this document.

IV. Additional Information


Authority of the Commander

Make it known that the authority of the H.E.A.T Commander is the final stopping point for all change, dispute, actions and appeals within the division. The Commander reserves the right to amend and change policies, rank, division assets at will as necessary to address any active or relevant situations within the division as well as improve the division as a whole.

Conclusion

 

A HEAT (Highway Enforcement of Aggressive Traffic) Trooper is a highly skilled and specialized law enforcement officer who is responsible for enforcing traffic laws on highways and other high-speed roadways. Their primary objective is to ensure public safety by reducing aggressive driving, speeding, and other dangerous behaviors that can lead to accidents and fatalities. Please uphold the expectations.

Promotions

Promotions for the department happen at the discretion of the Supervisor and Command team, We look for people who are active and contributing towards the department and those who are getting a good standing within the department. Asking for a promotion will now result in the trooper having to wait an extended time to be promoted; it will be extended the more a trooper asks.

Transfer Policy

 Inbound transfers from other departments if they are in CTSU or TEU they are able to transfer into HEAT at the commander’s discretion. CTSU Or TEU Supervisors and above automatically come in as senior heat trooper any higher is at the discretion of the HEAT Commander.
